I have 20/22 heroes on my alternate th10 account and upgrading heroes has never been easier. Reduced upgrade times and costs, along with the books make it far more easier than when I upgraded my heroes when I was a th9&10 on my main account (currently close to maxing out my th11). TH9 is the biggest grind in game imo.

Best point to stop and level up heroes and most troops is TH11, without placing an eagle (your opponents will be full TH9 or crappy TH10, both will fail miserably against edrags) But! At TH12 you will have an eagle and your TH will have a weapon, both adding A LOT to your war weight, resulting in you being unable to get something lesser than
